Who Should Apply

We’re looking for participants who work in any branch of their respective government, as well as members of international organizations and non-governmental organizations. Whether you’re from a large or small country, this course offers a unique opportunity to tell your story, represent your nation, and engage with security professionals from around the world. For the CSC, we generally look for military personnel ranked O-4 to O-6 and their civilian equivalents.

On March 20, 2024, the DKI APCSS Comprehensive Security Cooperation course (CSC 24-1) was completed with a commencement ceremony. The Fellows chose Ms. Kartika Pertiwi from Indonesia to represent the class during the ceremony. This is her commencement address.

What to Expect

This five-week course covers a broad spectrum of security topics, including economics, military strategy, diplomacy, transnational crime, cybersecurity, and maritime security. The comprehensive nature of the course ensures that it touches on all key areas of security cooperation. Fellows spend their time addressing complex, cross-disciplinary challenges and also focus on specialized security content in priority areas such as:

Maritime Security – Cooperation on global commons, maritime awareness, and upholding the rules-based international order.

Irregular Warfare & Counterterrorism – Exploring strategies to combat terrorism and insurgency while fostering collaboration through shared experiences.

Crisis Management – Expanding knowledge of models and frameworks for cooperative operations in response to crises such as environmental security and public health.

Cybersecurity – Gaining a whole-of-society understanding of governance, resilience, and recovery in the cyber domain.

Environmental Security – Understanding how environmental factors like climate change impact national security.

You will engage in small-group seminars, simulations, and exercises designed to enhance your critical thinking, leadership, and negotiation skills. These sessions, led by our world-class faculty of 37 full-time professors with top-notch global education and experience, provide interactive learning tailored to real-world security challenges.

We want you to focus on education, connection, and empowerment during your time here. That’s why DKI APCSS does not charge tuition or course fees for our programs. Our support staff will assist you from the moment you arrive, and we offer various activities to help you explore the local community and the beautiful sights of our island.

Fully funded participants will stay in a one-bedroom hotel with a kitchen, located in downtown Waikiki—within walking distance of the center and the beach. Participants from countries categorized as “high income” by the World Bank are responsible for their own travel and lodging.
