Colonel Ryan M. Case is a US Army Infantry Officer currently serving as a US Army War College Fellow. He served as a Platoon Leader, Company Commander, Battalion and Brigade Operations Officer, and Battalion Commander in both Light and Stryker Brigades. In his previous assignment, he served as the Division Operations Officer for the 2nd Infantry Division (RoK-US Combined Division) in the Republic of Korea. Additionally, he served as an instructor at the Maneuver Captains Career Course, an Aide de Camp to a Division Commanding General, a Division Maneuver Planner, and the Human Resource Manager at the Colonels Management Officer. He deployed to Afghanistan twice and once to Iraq. He also deployed in support of Operation Pathways to Thailand, Korea, the Philippines (x2) and Indonesia. He has a Bachelor of Arts from Saint Michael's College and a Master's Degree in Military Art & Science from the Command and General Staff College and Advanced Military Studies Program.

Captain Tom D’Arcy joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in August 2025 following a tour as the U. S. Coast Guard District Oceania’s Chief of Response, where he oversaw search and rescue, law enforcement, environmental response, border control and territorial integrity, and intelligence conducted throughout the Oceania region.
Captain D’Arcy served 13 years at sea on cutters that patrolled across the Pacific, Atlantic, and Arctic Oceans to enforce counter-drug, fisheries, and maritime laws, to strengthen interagency and international partnerships, and to facilitate the safety of mariners and the maritime transportation system. A 2019 distinguished graduate of the U.S. Naval War College, he earned a master’s degree in National Security Studies. He also earned a master’s degree in English from the University of Washington in 2004, before instructing in the Humanities Department at the Coast Guard Academy. Captain D’Arcy graduated from the U.S. Coast Guard Academy in 1998 with a degree in Government and International Relations. His awards include Department of Defense and Coast Guard Meritorious Service Medals, Coast Guard Commendation Medals, and other team, unit, and personal citations.

Kent Justice

Colonel Kent Justice is a Military Intelligence and Foreign Area Officer in the U.S. Army with over 23 years of experience. He has served a majority of his career in the Indo-Pacific with assignments concentrated in Japan and South Korea. He is currently serving at the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) as a Fellow from the Army War College. Prior to arriving at DKI APCSS, COL Justice served as the International Military Affairs Chief in the G3 Security Cooperation Division at U.S. Army Pacific Headquarters on Fort Shafter, Hawaii. Justice has an A.A. in the Japanese Language from the Defense Language Institute, a B.S. in Engineering Management from the United States Military Academy at West Point, an M.A. in Political Science from the University of Hawai'i at Manoa as an East-West Center Fellow, and an M.B.A. from the University of Chicago Booth School of Business.

Captain Tim Ketter joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in September 2024 following a tour at U.S. Pacific Fleet as the Chief of International Plans and Policy.
Captain Ketter is an Indo-Pacific Foreign Area Officer (FAO) and a native of Columbus, Nebraska. He attended Boston University on a Navy ROTC scholarship receiving a Bachelor of Arts in International Relations and was commissioned into the Navy onboard the USS Constitution in May 1993. He also earned a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College in 2004 and a Master's in Business Administration (MBA) from San Diego State University in 2005.
Captain Ketter served in aviation tours as an S-3B Viking Naval Flight Officer, completing deployments to the Western Pacific, Middle East and Mediterranean Sea in support of Operations Southern Watch, Enduring Freedom, and Iraqi Freedom with Sea Control Squadron (VS) 21 assigned to USS Independence and USS Kitty Hawk, VS-38 assigned to USS Constellation and VS-22 assigned to USS Harry S. Truman.

CDR Devon Kibbons joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) as a Fellow in August 2025. Originating from Bourbonnais, Illinois, he embarked on his military journey in July 1998. He completed his bachelor's degree from Excelsior University in 2004 and a master's degree in project management from Colorado Technical University in 2007. Commissioned as an Aerospace Maintenance Duty Officer (AMDO) in 2009, CDR Kibbons has since undertaken numerous operational and shore assignments, including tours aboard several notable vessels and at key naval stations. His commendable service has earned him several personal awards, including the Meritorious Service Medal and multiple Navy and Marine Corps Commendation and Achievement Medals.

Mike Kolton joined the DKI APCSS in 2025. His teaching and research interests include China-Taiwan dynamics, whole-of-society resilience, emerging economic trends, and the defense industrial base of the U.S. and its partners. Prior to joining DKI APCSS, Mike served as an officer in the U.S. Army, retiring as a lieutenant colonel after a career that spanned across operational, intelligence, diplomatic, and policy roles. He earned an M.A. in Global Affairs from Yale University’s Jackson School, an M.A. in Economics from the University of Hawaii at Mānoa, and a B.S. in Economics from the United States Military Academy at West Point.

Dr. Andrea Malji joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in January 2025. Before joining DKI APCSS, Malji served as an assistant professor, associate professor, and department chair of international studies and political science at Hawaiʻi Pacific University. Malji holds a Ph.D. in political science from the University of Kentucky with a concentration in international relations. She specializes in geopolitics, small states, South Asia, and international security. At DKI APCSS, she also oversees fellow projects.

Michael Mayo

Special Agent Michael Mayo joined the Daniel K. Inouye Asia-Pacific Center for Security Studies in 2024 after serving as Division Chief for Naval Criminal Investigative Service (NCIS) Pacific Operations. Special Agent Mayo began his career in 2008 at the NCIS Southwest Field Office in San Diego, CA, conducting counterintelligence and felony criminal investigations on behalf of the Department of the Navy (DON) and U.S. Marine Corps. Throughout his career, Special Agent Mayo was responsible for investigating and supervising investigations for criminal, counterintelligence, force protection, and terrorism matters involving Navy and USMC equities, service members, and affiliated civilian personnel assigned to DON installations, ships, and expeditionary forces in both domestic and international assignments. Special Agent Mayo holds a B.A. in Government and Political Science from Berry College and a M.A. in International Relations/Foreign Policy from Georgia State University. He obtained an M.A. in National Security and Strategic Studies from the U.S. Naval War College (in-residence, with Distinction), and holds a Harvard University certificate in Political Philosophy.

Patrick Moran

Maj. Patrick Moran joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in July 2025 as a U.S. Marine Corps fellow. Before being assigned to DKI APCSS, Moran served within the III Marine Expeditionary Force in Okinawa, Japan. He was the 3rd Marine Division Southeast Asia planner, followed by assignments at the 9th Engineer Support Battalion as the operations officer and executive officer.
Moran’s military education includes the U.S. Marine Corps Command and Staff College (non-resident), Expeditionary Warfare School, Joint Engineer Officer Course, and Marine Corps Engineer Officer Course.

Rajan Pal

Lieutenant Colonel Rajan Pal is currently serving as a Military Professor at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii. Previously he was the Director, Air Force Capabilities Development, Office of Defense Cooperation, U.S. Embassy New Delhi, India. He was responsible for enhancing interoperability and Indian Air Force warfighting capabilities in support of USINDOPACOM objectives, managing a foreign military sales portfolio, and serving as the principal advisor to senior DoD and DoS officials on Indian Air Force security cooperation matters. Lt Col Pal obtained his Bachelor of Science in Electrical Engineering from California State University (CSU), Sacramento and subsequently earned his commission through the U.S. Air Force Officer Training School in 2007. After commissioning, he served in various acquisition and operational roles before transitioning to the Foreign Area Officer career field.

Major Ray Ridley joined the Daniel K. Inouye Asia-Pacific Center for Security Studies in July 2025, following his two-year assignment as the 17th commandant of the High Technology Regional Training Site-Maintenance in Sacramento. He has spent most of his 14-year military career in signal battalions, with his initial year at Joint Task Force Bravo in Honduras. As the battalion S6 for the Army Forces Battalion in Honduras, Ridley traveled extensively throughout the region.

Lt. Cmdr. Kim Shadwick joined DKI APCSS in July 2025. Prior to relocating to Hawaii, Shadwick served in Washington, D.C., as a military assistant to the secretary of the Department of Homeland Security. Her previous assignments include shipboard, sector, and U.S. Coast Guard Academy positions, where she managed counter-drug operations, migrant interdiction, search and rescue, and emergency planning activities.

Lieutenant Colonel (Lt Col) Sean Tucker joined the Daniel K. Inouye Asia-Pacific Center for Security Studies team in July of 2024 following a three-year Security Cooperation Officer assignment with the Mutual Defense Assistance Office (MDAO) at the U.S. Embassy in Tokyo, Japan. He is a certified USINDOPACOM Foreign Area Officer (FAO) with over twelve years of operational experience in the Indo-Pacific region, including extensive in-country experience in Japan and the Republic of Korea. He has served at the Squadron, Air and Space Operations Center (AOC), Sub-Unified Command, and Combatant Command levels. Lt Col Tucker has also served in multiple deployed positions. Additionally, as an Information Integration Officer aboard the RC-135 V/W Rivet Joint aircraft, he was awarded Flight Instructor and Evaluator qualifications. Lt Col Tucker’s education includes a B.A. in Political Science from the University of Notre Dame, an M.S. in International Relations from Troy University, and an A.A. in Japanese Language from the Defense Language Institute. His military decorations include the Defense Meritorious Service Medal with two oak leaf clusters, Air Medal with two oak leaf clusters, and the Aerial Achievement Medal with two oak leaf clusters.
