Major Elizabeth Vaughan Moyer is an Air Force Fellow at the Daniel K. Inouye Asia-Pacific Center for Security Studies. Her expertise focuses on talent management, specifically exploring how Artificial Intelligence-human partnerships enhance leadership and decision-making.
Previously, she served as the Deputy Director, Manpower and Personnel, Special Operations Command, enabling the largest posture growth of SOF warfighters since the Vietnam era. In other roles, she has served as a Squadron Commander, Mortuary Officer, Joint Reserve Officer, Project Manager, Volunteer Victim Advocate, and Master Resilience Trainer. She developed Force Support (A1) Officer Training focused on Airman Leadership Qualities and has collaborated with industry, testing new platforms and integrating artificial intelligence tools. Maj Moyer has a passion for partnering humans with machines and capitalizing on data analytics, machine learning, and artificial intelligence.
She earned a Bachelor of Science in Kinesiology from the University of North Texas in 2013, a Master of Science Administration from Central Michigan University in 2016, and a Doctorate in Strategic Leadership from Regent University in 2021. She also graduated from Squadron Officer School at Maxwell AFB in 2019 and completed a non-residential program at Air Command and Staff College in 2022. She has written articles published across a variety of military and civilian journals, is a certified Project Management Professional (PMP), and is a member of the Regent Chapter of the Society for Human Resource Management.
