Lapse In Appropriations

The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025. Military personnel will continue in a normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

During a visit to Thailand in July, Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) Director Suzanne Vares-Lum met with key Thai defense leaders, alumni and U.S. Embassy officials, reinforcing long-standing partnerships and advancing shared regional security goals.

Roundtable with Senior DKI APCSS Thai Alumni

While visiting Thailand in July, DKI APCSS Director Suzanne Vares-Lum conducted a senior alumni roundtable. Nine alumni attended the meeting which focused on DKI APCSS programs such as Fellows projects and a new mentoring program. Three alumni have offered to be mentors for future Fellows, and the Thai Alumni Association offered to take an active role in future Alumni mentor recruiting and matching with Fellows. Participants also shared their reflections on the current security situation in Thailand.

Transnational Security Course 25-1: Shared Ideas in Adapting to Unprecedented Change

In mid-July, the Transnational Security Course (TSC) 25-1 welcomed 37 senior executives from 27 locations around the world to the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) campus in Waikiki. The weeklong intensive program, specifically tailored for senior security practitioners from the Indo-Pacific region, facilitated a deep dive into a broad spectrum of transnational security challenges.

Whole of Society Resilience Workshop – What Comes Next

In June more than 40 participants from 19 countries took part in the lively third iteration of the Whole of Society Resilience Workshop, where the subject matter was, at times, as fervid as the summer temperatures outside. Held in the climate-controlled confines of Maluhia Hall, and conducted by the staff and faculty of the Daniel K. Inouye Asia Pacific Center for Security Studies, this event brought back several participants and welcomed many more as this course narrowed the scope of the series from concepts to concrete actions.

Three Days of Strategic Impact: SELSIP 2025

The Senior Enlisted Leaders Symposium Indo-Pacific 2025 brought together senior enlisted leaders from 12 nations, five U.S. combatant commands, and all U.S. military services. Over three days, participants shared strategies, built regional partnerships, and strengthened the foundation for multinational cooperation across the Indo-Pacific.
