Mr. Russell Bailey is the Acting Director of the Daniel K. Inouye Asia-Pacific Center for Security Studies.
Before this appointment, Mr. Bailey’s distinguished career as a civil servant included positions within the Office of the Secretary of Defense (OSD) Policy. He has served as the Principal Director for Homeland Defense Integration and Defense Support of Civil Authorities (HDI&DSCA), the Principal Director for Afghanistan, Pakistan, and Central Asia, the Director for Australia, New Zealand, the Pacific Islands, and Antarctica, and a Senior Policy Analyst in the Secretariat for Special Operations. A retired U.S. Army officer with nearly three decades of service, his military assignments included roles as an Armor and Cavalry officer in Germany and at Fort Bragg, NC (now Fort Liberty), as a Southeast Asia Foreign Area Officer with assignments at the Joint Staff in the Pentagon, U.S. Indo-Pacific Command, OSD(Policy), and the National Security Council staff. His military career culminated with his assignment as the Senior Defense Official and Defense Attaché in Jakarta, Indonesia.
Mr. Bailey holds a Bachelor of Arts in Political Science from California State Polytechnic University, Pomona. He furthered his studies with a Master of Arts in Asian Studies, focusing on National Security Affairs, from the University of Michigan, Ann Arbor. Additionally, he obtained a Graduate Certificate in Management from the University of Western Australia. His education culminated with a Master of Strategic Studies as a Carlisle Scholar from the U.S. Army War College, Carlisle Barracks.
In addition to his professional roles, Mr. Bailey is a member of the board of a 501(c)(3) nonprofit organization supporting veterans and law enforcement officers.
