Russell Bailey is the deputy director of the Daniel K. Inouye Asia-Pacific Center for Security Studies.
Before this appointment, Bailey’s career as a civil servant included positions within the Office of the Secretary of Defense (OSD) Policy. He served as the principal director for Homeland Defense Integration and Defense Support of Civil Authorities, the principal director for Afghanistan, Pakistan, and Central Asia, the director for Australia, New Zealand, the Pacific Islands, and Antarctica, and a senior policy analyst in the Secretariat for Special Operations.
A retired U.S. Army officer with nearly three decades of service, Bailey’s military assignments included roles as an armor and cavalry officer in Germany and at Fort Bragg, North Carolina (now Fort Liberty); a Southeast Asia foreign area officer with assignments at the Joint Staff in the Pentagon, U.S. Indo-Pacific Command, OSD Policy, and the National Security Council staff; and as the senior defense official and defense attaché in Jakarta, Indonesia.
Bailey holds a Bachelor of Arts in political science from California State Polytechnic University, Pomona, a Master of Arts in Asian studies with a focus on national security affairs from the University of Michigan, Ann Arbor, and a Graduate Certificate in management from the University of Western Australia. He earned a Master of Strategic Studies as a Carlisle Scholar from the U.S. Army War College in Carlisle, Pennsylvania.
