The Department for International Development (DFID) is the part of the UK government that manages Britain’s aid to poor countries and works to get rid of extreme poverty. We are led by a cabinet minister, one of the senior ministers in the government.

Freedom House
Freedom House is widely recognized as the definitive source of information on the state of freedom around the globe. Freedom House’s four annual surveys, Freedom in the World, Freedom of the Press, Nations in Transit, and Countries at the Crossroads special reports. are available in their entirety on the Internet, along with numerous Note Countries at the Crossroads is an annual survey of government performance in 60 strategically important countries worldwide that are at a critical crossroads in determining their political future. The in-depth comparative analyses and quantitative ratings – examining government accountability, civil liberties, rule of law, anticorruption efforts and transparency – are intended to help international policymakers identify areas of progress, as well as to highlight areas of concern that could be addressed in diplomatic efforts and reform assistance.

Fund for Peace 2010 Sixth Annual Failed States Index
This year’s index draws on 90,000 publicly available sources to analyze 177 countries and rate them on 12 metrics of state decay — from refugee flows to economic implosion, human rights violations to security threats. Taken together, a country’s performance on this battery of indicators tells us how stable — or unstable — it is. And unfortunately for many of the 60 most troubled, the news from 2009 is grave.

International Recovery Platform
The International Recovery Platform (IRP) was conceived at the World Conference on Disaster Reduction (WCDR) in Kobe, Hyogo, Japan in January 2005. As a thematic platform of the International Strategy for Disaster Reduction (ISDR) system, IRP is a key pillar for the implementation of the Hyogo Framework for Action (HFA) 2005-2015: Building the Resilience of Nations and Communities to Disasters, a global plan for disaster risk reduction for the decade adopted by 168 governments at the WCDR. The key role of IRP is to identify gaps and constraints experienced in post disaster recovery and to serve as a catalyst for the development of tools, resources, and capacity for resilient recovery. IRP aims to be an international source of knowledge on good recovery practice.

International Search and Rescue Advisory Group (INSARAG)
A network of disaster-prone and disaster-responding countries and organizations dedicated to urban search and rescue (USAR) and operational field coordination. Part of OCHA, INSARAG is mandated to: Render emergency preparedness and response activities more effective and thereby save more lives, reduce suffering and minimize adverse consequences. Improve efficiency in cooperation among international USAR teams working in collapsed structures at a disaster site. Promote activities designed to improve search-and-rescue preparedness in disaster-prone countries, thereby prioritizing developing countries.Develop internationally accepted procedures and systems for sustained cooperation between national USAR teams operating on the international scene. Develop USAR procedures, guidelines and best practices, and strengthen cooperation between interested organizations during the emergency relief phase.

Contains valuable tools to help encourage a dialogue on security and justice issues and to support an SSR process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

The Fragile States Group
FSG is a unique forum that brings together experts on governance, conflict prevention and reconstruction from bilateral and multilateral development co-operation agencies to facilitate co-ordination and share good practice to enhance development effectiveness in ‘fragile states’.

Principles for Good International Engagement in Fragile States
Development Ministers and Heads of Agencies endorsed the Principles for Good International Engagement in Fragile States at the High Level Meeting of the Development Assistance Committee (DAC) on 3-4 April 2007 in Paris. This endorsement signals a commitment to adapt our approach, policies and business practices to improve our engagement in fragile states. The DAC Fragile States Group will support implementation of the Principles, already piloted in nine countries, in all fragile states and at donors’ headquarters.

Conflict Prevention – A Strategic Framework This strategic framework, one in a series of peacebuilding frameworks being developed by USIP, provides a sophisticated, but easily understandable way of conceptualizing conflict prevention. The framework is organized around a desired end state of “stable peace.” The core of the framework is found in the leadership responsibilities and key objectives. The key objectives are divided into three broad, potentially complementary preventive strategies—mitigate global risks, mitigate societal risks, halt and reverse escalation—and a series of objectives under each. The Evolving Global Environment of Crisis and Crisis Response (2009)

This program emerged from our previous work on ‘Humanitarian Agenda 2015,’ the ‘Ambiguity and Change’ project, and the earlier work of the ‘Humanitarianism and War’ project. These projects sought to understand local perceptions of international processes, global drivers of crisis, and the relationship between international institutions (such as armed forces and humanitarian actors) and crisis-affected populations. The five projects included in our plan for 2009-2011 continue with these basic themes, but further develop our depth of knowledge in these areas. We will then use this knowledge to inform the debate around the future of humanitarian aid in crisis and also to better inform the actions of aid agencies, military forces, and the corporate sector. This paper presents the Index of State Weakness in the Developing World (hereafter, the Index), which ranks all 141 developing countries according to their relative performance in four critical spheres: economic, political, security, and social welfare.6 We define weak states as countries that lack the essential capacity and/or will to fulfill four sets of critical government responsibilities: fostering an environment conducive to sustainable and equitable economic growth; establishing and maintaining legitimate, transparent, and accountable political institutions; securing their populations from violent conflict and controlling their territory; and meeting the basic human needs of their population.
