The Center was established as the Asia-Pacific Center for Security Studies on September 4, 1995. It was renamed the Daniel K. Inouye Asia-Pacific Center for Security Studies upon it’s 20th Anniversary in 2015.

I’m sorry, but our courses are for members of the military or civilian equivalents serving in defense, foreign affairs, or counterterrorism positions. However, some civilians who are member of Non-Governmental Organizations or international media may be invited to attend.

Members of Non-Governmental Organizations and/or International Media Organizations are now allowed to attend APCSS courses as self-funded fellows.  Billets are obtained via the U.S. Embassy in that host country.  If you are unsure of whom to contact at the embassy, please contact our registrar at (808) 971-8925 or RegistrarBranch@apcss.org

Our in-resident course participants are selected by an external nomination process. Self-nominations to the Center are not accepted.

International nominations are coordinated through the U.S. Embassy Security Cooperation Offices for vetting and processing to our Center. International nominations come from allied and partner nation whole-of-government organizations to include ministries of defense, foreign affairs, and justice as well as military commands and services, coast guard, police, and other government agencies to ensure a diverse and inclusive audience.

International Organization and Non-Governmental Organizations (IO/NGO) nominations are processed through U.S. Embassy Security Cooperation Offices for vetting and processing to our Center. IO/NGO nominations are limited and formally approved well in advance. These regional participants enable broadening of representation and views in our courses.

United States nominations come from various U.S. military and government organizations. Participants are nominated by military commands and services, Department of Defense, Department of State, USAID, Department of Homeland Security, and other government agencies.

While DKI APCSS and the East-West Center have similar missions, the primary difference is that DKI APCSS is a Department of Defense institute focused on leader development and professional education and exchanges. DKI APCSS complements the U.S. Indo-Pacific Command Theater Security Cooperation Program. The East-West Center is a non-profit organization.

DKI APCSS addresses regional and global security issues, inviting military and civilian representatives of the United States and  Asia-Pacific nations to its comprehensive program of courses and workshops, both in Hawaii and throughout the Asia-Pacific region.  The Center supports the U.S. Indo-Pacifi Command’s objective of developing professional and personal ties among national security establishments throughout the region.  DKI APCSS focuses on a multilateral and multi-dimensional approach to defining and addressing regional security issues and concerns.  The most beneficial result is building relationships of trust and confidence among future leaders and decision-makers within the region.

Many countries in the region benefit from DKI APCSS. These include the 39 independent states that are part of the U.S. Indo-Pacific Command’s Area of Responsibility. In addition, Canada, Chile, Peru, and Pakistan also routinely participate in our courses.
