Lapse In Appropriations

The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025. Military personnel will continue in a normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

As the Daniel K. Inouye Asia-Pacific Center for Security Studies marks its 30th anniversary, 113 Fellows from 37 locations around the globe graduated today from the Center’s Comprehensive Security Cooperation course (CSC 25-3), completing five weeks of study focused on building trust and strengthening security ties in the Indo-Pacific.

During a visit to Thailand in July, Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) Director Suzanne Vares-Lum met with key Thai defense leaders, alumni and U.S. Embassy officials, reinforcing long-standing partnerships and advancing shared regional security goals.

While visiting Thailand in July, DKI APCSS Director Suzanne Vares-Lum conducted a senior alumni roundtable. Nine alumni attended the meeting which focused on DKI APCSS programs such as Fellows projects and a new mentoring program. Three alumni have offered to be mentors for future Fellows, and the Thai Alumni Association offered to take an active role in future Alumni mentor recruiting and matching with Fellows. Participants also shared their reflections on the current security situation in Thailand.
