Lt. Cmdr. Kim Shadwick joined the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) in July 2025, following an assignment at the Department of Homeland Security headquarters.

Her previous assignments include Sector San Juan, Puerto Rico, from 2020 to 2023. Initially assigned to the sector’s enforcement division as a law enforcement duty officer, she led planning and execution decisions for counter-drug operations, migrant interdiction, and ports, waterways, and coastal security in coordination with agencies in the Department of Homeland Security, Department of Defense, Department of Justice, and 18 foreign island nations. In May 2021, she assumed the role of emergency management and force readiness chief, serving as the lead U.S. Coast Guard coordinator for emergency planning activities throughout the Caribbean region. Her previous assignments also include command duty officer at Sector San Francisco and company and regimental officer at the U.S. Coast Guard Academy.

Shadwick, a native of New York, received her commission from the U.S. Coast Guard Academy in 2011. From 2011 to 2014, she served aboard the Coast Guard Cutter Dallas and Coast Guard Cutter Gallatin in Charleston, South Carolina, as a deck watch officer and weapons officer. During her tenure in Charleston, she assisted with the decommissioning of both cutters and served on the training teams responsible for the transfer of assets to the Philippine Navy and Nigerian Navy.

Shadwick earned a Bachelor of Science in marine and environmental sciences in 2011 and holds a Master of Public Administration with a concentration in homeland security from Johnson & Wales University.
