
The Multinational Armaments Resilience Seminar (MARS) is an annual program designed to strengthen the resilience and integration of multinational defense industrial bases. Conducted over four non-consecutive weeks between April and November, MARS brings together government, military, and industry professionals from across the Indo-Pacific and Euro-Atlantic regions. The seminar aims to enhance deterrence, foster economic growth, and provide participants with the tools to address real-world challenges in building and sustaining defense industrial bases.

Objectives
- Equip participants (Fellows) with practical tools to address acute issues inhibiting bilateral or multinational defense industrial base (DIB) cooperation.
- Build a strong network of defense enterprise professionals to support an integrated multinational defense industrial base.
- Expose Fellows to diverse perspectives through experiential learning, including site visits, expert panels, and cohort-based problem-solving.

Program Structure
MARS is conducted in three partner countries, with each module week beginning in the national capital and transitioning to an industry hub. Fellows engage in lectures, panel discussions, site visits, and cohort activities to explore challenges such as export policies, access to capital, supply chain security, workforce development, and disruptive innovation.
The program week begins on Sunday and concludes on Friday, offering a dynamic blend of activities designed to maximize learning and collaboration. Each week includes:
- Panel Discussions: Engage with senior government and industry officials to explore policies, challenges, and innovative solutions in defense industrial base development.
- Site Visits: Visit manufacturing facilities and observe firsthand the processes, capabilities, and innovations shaping the defense industry.
- Cohort Activities: Collaborate in small working groups to research and develop actionable recommendations for addressing specific problem statements

Eligibility
Participants are selected through a nomination process involving U.S. Embassy Offices of Defense Cooperation, allied and partner nation entities, and U.S. government agencies.
