The 42nd Pacific Armies Management Symposium (PAMS) was recently held in Hanoi, Vietnam, August 20-23. 2018, with the theme: “Cooperation among Indo-Pacific Land forces in Humanitarian Assistance/Disaster Response (HA/DR).” There were three plenaries: Land forces initial response to HA/DR; Multilateral cooperation; and Enhancing roles in regional cooperation for HA/DR. U.S. President Donald Trump and Secretary of Defense General James Mattis offered increased US-ASEAN cooperation to build maritime domain awareness to address comment threats to regional security at the East Asia Summit and Association of Southeast Asian Nations (ASEAN) Defense Ministers’ Meeting-Plus in late 2017. Thirty seven defense, diplomatic, and national security officials from 24 governments participated in the “U.S. Strategy in the Indo-Pacific” workshop conducted at the Daniel K. Inouye Asia-Pacific Center for Security Studies. This week 70 participants from 17 nations attended the 12th ASEAN Defence Minister’s Meeting Plus Experts’ Working Group on Humanitarian Assistance and Disaster Relief in Honolulu. Admiral Harry Harris, Jr., Commander, U.S. Pacific Command provided opening remarks at this second meeting co-hosted by Malaysia and the United States at the Daniel K. The Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS), in conjunction with our partners at the Sasakawa Peace Foundation (SPF), hosted a three-day workshop entitled “Building Maritime Capacity: A Quadrilateral Approach” from September 26 to 28 in Tokyo. This week the Daniel K.
